We are grateful for the opportunity to serve our members in Southwest Washington. Our three Insurance Programs teams, Risk Co-Op, Work Comp and Unemployment, provide excellent customer service in highly technical fields. Our teams are nationally recognized for meeting best practices put forth by the Association of Governmental Risk Pools (AGRiP) and consistently receive 94-99% scores in from outside independent auditors.

We pride ourselves on supporting our member districts by providing high-quality, cost-effective insurance programs. We value our partnerships and are deeply committed to understanding and supporting our members’ educational objectives. We put our member district’s first. Who We Are

In the mid-1980s, school districts in Southwest Washington joined together to self-insure as public pools. School districts and public entities across the country were facing non-renewal or cancellation of insurance policies. School districts were largely abandoned by the insurance industry, that was in a financial crisis, and experienced very high rates for industrial safety coverage as a result. School districts realized they could pool their financial resources to cover their losses and use their resources more efficiently by pooling the administration of unemployment benefits.

The public insurance pools in southwest Washington (Risk Co-Op, Work Comp and Unemployment), have been going strong since they began serving their members’ needs over three decades ago. Each pool reports directly to its members, with policy and fiscal decisions managed by an elected executive advisory board. ESD 112 acts as the fiscal agent for these entities and employs the team of professionals that provide services to members, and is a member in all three of the pools.

Our Programs

Our Insurance Programs focus on building and maintaining a sound financial base from which to operate. Pools have evolved into an effective means of reducing costs, managing losses and controlling each member’s individual and collective destiny regarding insurance purchases and administration. School staff work with Insurance Programs staff to understand and manage risks and losses that are inherent in choices that are made daily in schools.

  • Our pools maintain a strong fund balance to mitigate the impact of the various financial stresses inherent with insurance operations.
  • We offer free online safety and risk training through Vector Solutions (Safe Schools). From 2020-2021 more than 12,000 users completed courses, and approximately 92,000 individual courses were taken by teachers, paraprofessionals, drivers, coaches, nurses, administrators, secretarial staff, kitchen staff, maintenance/ custodial, security and others. Member district employees are also eligible to earn up to 10 clock hours annually.
